Last I checked, someone thought MGS4 was 720p but it runs at 1080p without upscale. So maybe MGS4 is also 60fps.
I'm guessing some scenes are 60fps, at least

according to beyond3d forum,
Metal Gear Solid 4: Guns of the Patriot = 1024x768 (2xAA, temporal)
and it runs in
Clip #1: 1566 frames, 1001 dupes, 21.623fps
Clip #2: 1825 frames, 1098 dupes, 23.882fps
Clip #3: 1032 frames, 601 dupes, 25.024fps
Clip #4: 893 frames, 486 dupes, 27.310fps
Clip #5: 773 frames, 386 dupes, 30fps
Clip #6: 813 frames, 437 dupes, 27.709fps
Clip #7: 1241 frames, 628 dupes, 29.613fps
Clip #8: 727 frames, 443 dupes, 23.389fps
Clip #9: 1197 frames, 598 dupes, 30fps
Clip #10: 1113 frames, 591 dupes, 28.112fps
MGS4 was designed to run in 60fps, but in the final version it run in 20-30fps.
remember the scene where snake mourning in grave and otacon came from helicopter?
i think thats the scene with lowest framerate.
i just dont understand, why MGS4 final cant run in 60fps....
please insert disc 2........

The shit video card in consoles might be why. Honestly the cell is a nice machine from a processing standpoint, but when it comes to video cards consoles have always been held back by those and ram. That's why computers are always going to look nicer, you can upgrade them to.

A) It doesn't need to
B) Even if the trailer you're talking about was running at sixty frames per second, that's not at all indicative of what the actual game could or was designed to do. Trailers don't have to worry about player input and are basically just a movie, meaning they can be enhanced and tweaked above what the game would normally do.

I agree, I just don't think it's that necessary for a game to be above 30, you get used to it and it's not a big deal at all once you do.

I think a consistent framerate is much more important that a high one. I'd rather developers settled with what they could achieve than push it too high and end up with chunks of dropped or stuttering frames.

I agree with that too, if a framerate is all over the place things get annoying. I never really had that problem with MGS 4 though.
